Bruce Wayne grew up in Gotham City, a community that was festering with crime and corruption. When he had to witness his parents gunned down by a common thug, he vowed to devote his life and inherited estate to fighting crime. The police were helpless against the criminals who dominated Gotham City and something had to be done, so Bruce used methods that were brutal and savage more fitting to the element he was up against. He dressed up as a  bat to instill superstitious fear into the minds of his opponents and he hid behind a mask for his own protection as well as the ones he loved.
